The boro might not own that sign. It would not surprise me if "DKI" Downtown Kittanning Inc. owns the sign. Kittanning residents should go to council meeting to see if Murtha money is available to build one or local community groups ie. ELKS, Eagles, Jaycees, KHS school groups, DKI, etc. could get together and donate one.
