Not sure if you were serious in your post, but thinking like this is BRILLIANT!!! Instead of trying to compete with everyone else by offering a community college, why not open a HIGHLY SPECIALIZED learning/training center?
Not sure what field would be best but think about it. If there are only a few places to obtain a certain skill, it would AT LEAST put Kittanning on the map in drawing in new residents - at least while they attend their training.
The student population would be a specific target audience and not just the run-of-the-mill/can't-get-into-a-real-college kids.
Specialization is a key to success in our culture today.
