: Conrail refused to enter a rail banking agreement with the AVLT. Call Conrail and ask them. AVLT is a group of 5 men. Two have passed away. So the attorney who is 1 of the 5 wrote up a rail banking and took it to a senior judge in Armstrong County who signed it giving the AVLT a "quick claim deed." A quick claim deed basically says, "you own it but your not sure how much or where the property lines exist." Why did the judge do it? Ask around. Did he receice a parcel of land? STB (governs the railroads) says in order to aquire a rail banking Conrail had to agree. They denied AVLT and would not enter into a rail banking agreement with them.
: The founders of Armstrong County protected the property so that decades later people wouldn't have to go through what they did when the railroad went through. Those living along the tracks have the same responsibility to protect it for future generations. Perhaps if the AVLT would stop strong arming and talk to these people an agreement could be worked out and the trail could go through.
By an agreement, you mean money , right?? I think that is the whole issue here, some people think they are going to make bocou bucks from this for a little piece of land.
