In other communities that I know of, no one actually watches the neighborhood, they just put up the signs saying that you've just entered a neighborhood watch area. Basically all neighbors should be watching eachother already anyway. But we should at least have a big neighborhood watching meeting and train the locals to spot a crime and what to do when they see one.
