Yes, a new jail was needed. The old was was like 100 years old and falling apart. Granted, I don't think prisoners should live in the lap of luxury, but the old jail was pretty bad. And I say that having only taken a tour of the old facility. I have never been an inmate in any jail in my life and I plan to keep it that way.
