Yes, it is legal. It was challenged in court back in the late 80s, early 90s, and the court said it was LEGAL, (i.e., OKAY) for a school district to require community service as a graduation requirement. YES, they CAN prevent a person from graduating if they haven't done their community service.
And YES, I serve my community. Get off of your ass and do the same. Dumbass.
