: : : : : : : : : : : : I seem to remember this Bloser fellow talking about how he could easily buy 400 acres of virgin farmland (which incidentally is an oxymoron in and of itself), with gas wells and so forth already on it, to build his little developement on.

: : : : : : : : : : : : He claimed he could buy this property for less than what Ford City wanted for their riverfront property.

: : : : : : :
: : : : : : : : : : : : If this is true why hasn't he done so?

: : : : : : : : : : : : Mmm?

: : : : : : : : : : : Ok you've taken your daily potshot at Bloser. Do you feel better about yourself?
: : : : : : : : : : : What have YOU ever done besides wiping your sorry ass?? Tell us your great achievements.

: : : : : : : : : : I've accomplished plenty "James".

: : : : : : : : : : Then again I'm not the one who is trying to claim that my "success" is reason to give me the FC riverfront dirt cheap under the guise of creating a bunch of jobs....am I?

: : : : : : : : : : If I wanted to buy that land, I would go to a bank or to other investors and convince them of the viability of my plan and my ability to enact this plan successfully. Then I would pay what the land is worth. That's how things are done.

: : : : : : : : : : You don't just go to council and tell them how they should basically give you the land, you pay wat it's worth.
: : : : : : : : : : You don't just claim to have a plan, you have to present one.
: : : : : : : : : : You don't just say you are capable, you show what you have done and prove your able to successflly follow through on the plan you present.

: : : : : : : : : : Ry's done none of this.
: : : : : : : : : : He just stuck his hand out to the borough council and said, "Gimme.".

: : : : : : : : : What does chemically infested land go for now. Have you seen any three legged rabbitts or four winged birds over there lately.PPG was smart, they gave the land to the town and got out of any liability. That place is loaded with chemicals.

: : : : : : : : Um...no, I haven't seen any three legged rabits or four winged birds on that land. Why, have you?
: : : : : : : : If you have you really ought to call the Enquirer or something.

: : : : : : : : What exactly is it supposedly contaminated with?

: : : : : : :
: : : : : : : PS:

: : : : : : : If it's so contaminated, why would it be okay for Bloser to build whatever it is he wants to build there?
: : : : : :
: : : : : : Why do think PPG didn't try and sell it? Why is it designated brownfield?

: : : : : "Brownfield" can mean anything, it also can mean nothing.
: : : : : Here's te definition of brownfield:
: : : : : real property, the expansion, redevelopment, or reuse of which MAY be COMPLICATED by the presence or potential presence of a hazardous substance, pollutant, or contaminant.

: : : : : They also gave it up while the buildings were all still there, which means they avoided both the property taxes and the cost of razing the stuctures.

: : : : : Like I said before, if it were truly contaminated, Bloser couldn't do anything with it either.

: : : : : IUP gave the Kittanning campus to the borough, that doesn't mean the property is worthless or contaminated. It just means IUP didn't want bothered with selling it.

: : : : http://www.dep.state.pa.us/dep/deputate/polycomm/pressrel/SM0504.htm

: : : What's you're point there Birdie?

: : : The only named contaminant in the article was asbestos, which was in the buildings, and "unknown" contents of some vats.

: : : That article was also from 1998. Since then the buildings and vats have been razed and removed.

: : : It also said the DEP was going to clean it up.

: : : "Under the initiative, DEP will determine the environmental problems at a site and how to clean them up. Eliminating the uncertainties about a problem opens it up to redevelopment and the creation of new jobs."

: : : This article is from 1998, so apparently the "uncertainties" have been "eliminated".

: : : Sure they have, ask the old timers that worked there. If the land had value PPG wouldn't have given it away. PPG insisted they were removed from all liability.use your noggin, or better yet plant a garden and eat some of the veggies.

: The vacant PPG property is considered a Brownfield because there are old foundations underground. There are 2 covered hot spots (contaminated soil areas) that have lead and arsenic from manufacturing the glass. These are heavy metals that sink not rise to the surface. There is no danger in using the surface of this property. Just don't eat the soil. PPG is and always will be responsible for all liability from any and all contamination that occurred while owning the property. The deed restricts housing and commercial packaging of food. You may, however, have a restaurant there.

The area with the buildings has been completely renovated. All asbestos has been removed. There are no restrictions or contamination of any kind on this section of the PPG property. Both areas have been cleared by DEP and have an ACT 2 clearance.
