: If I wanted to buy that land, I would go to a bank or to other investors and convince them of the viability of my plan and my ability to enact this plan successfully. Then I would pay what the land is worth. That's how things are done.

What does chemically infested land go for now. Have you seen any three legged rabbitts or four winged birds over there lately.PPG was smart, they gave the land to the town and got out of any liability.That place is loaded with chemicals.
