Just wanted to pass it along for info. The following is a Letter to the Editor in the Butler Eagle, PA paper of 11 Jul 07 regarding boxes on poles:

: - Speed Trap Rumor Wrong -
: I have received telephone messages regarding an e-mail that has been generated from an individual in Butler County.
: The so-called electronic speed trap that is being referred to in that person's e-mail is not what she has described, and it does not function in the manner that she describes.
: The e-mail says the device is attached to a pole about waist-high, that it sends a laser beam across the road that records a vehicle's speed, that it takes a picture of vehicles' license plates and, if a vehicle is found to be speeding, is the basis for sending the driver a ticket in the mail and requiring that the ticket be paid within a certain number of days.
: The fact is that the unit is not positioned waist-high. It does not record license plate numbers, and it is not the basis for sending tickets in the mail.
: The equipment to which this person refers is merely an observational tool for enforcement efforts and traffic flow.
: If anyone would care to be educated as to what this tool is and how it is utilized, and what the exact purpose for this piece of equipment is, he or she should get in touch with his or her local police department and ask for an explanation of the ENRADD unit.
: This is an approved speed timing device for use in Pennsylvania.

From what I read on the net, it is used to catch speeders, it said they think only two states use it, Pa and Ohio and it is easy to beat in court.
