It's true, it works in other countries, somewhat. But then again, some countries don't have a 2 a.m. law either. When they do away with limits like the 2a.m. law, you have fewer people getting hammered and driving home at that hour. They tend to mellow out and drink less as they stay out later and later.
But, it wouldn't be america if we didn't make laws to combat every little issue in society. We need to be protected from ourselves because that's what big government wants us to believe. We allow our gov't to generate "laws that produce the exact opposite of their stated intent." Quinn's law.
