I agree but you also see corps opening stores in other high tax areas - although most new development comes with great tax breaks (ie Robinson, Waterfront). If this is the problem, the local gov't better get cracking on how to lure businesses in without trying to rape them.
I would also think that there are a few other factors: census numbers, income levels, etc, etc.
