He did say on March 9, 1999 on Wolf Blitzer's CNN that he "took the initiative in creating the internet". It was clumsy wording and it may not have been what he wanted to get across, but he DID say it. Lord knows, that every mis-spoken phrase Bush utters is plastered all over the media and made fun of on every late night talk show.
