: I was just sitting at the light on S. Water St. waiting to go across the Kittanning (Citizens) Bridge. I happened to get a good look at the American Flag we have flying proudly above it. It is in sad shape. It's faded and badly tattered on the edges. The top of it is ripped back what I would say was probably a good foot or maybe a foot and a half. It's hard to judge from that far away.
: Why is this happening?
: I can remember when this flag was put up. Council first had a study done to find out if it could be done. Then they paid for a cost estimate on doing so.
: I remember Steve Atwood asking, "Why don't we just put the thing up instead of wasting all this money." I couldn't have agreed more, but this is how our local governments all like to operate...seemingly spending more time and money on planning than the actually projects.
: Anyhow...they final put up the pole and lighting and we had this nice big flag waving over our bridge...at a final cost of several thousand dollars to the taxpayers.
: I realize that many of the rules for flag presentation are no longer followed.
: It doesn't have to be taken down in bad weather...if it is made to withstand it.
: It doesn't have to be taken down at night...if it is proper lit.
: However, I believe the rule still stands for retiring a flag that is no longer in acceptable condition. If not, I think it should.
: I think it is absolutely a disgrace to be flying a flag that is in such deplorable condition so prominently in our town.
: I'm going to ask Steve about it and I think others who agree should speak with their councilman.
Maybe the flag is depicting the state our country is in right now.
