In a nutshell... it's sort of like an online 'bank'.
Paypal is an online payment service for use with the many auction sites out there, most specifically eBay. You can sign up to pay for auctions using a credit card, bank account, etc. Allows for quick conclusions to auctions. On the other hand, you can sign up to receive payment for auctions that you have running.
Granted, there are fees you must pay to use this service in the latter instance. Overall, it is a good service that I use regularly.

Definitely NOT a scam. Paypal has been around for years and I would hope for many more years to come.
