ASD Phase II discussion

In this thread I hope to prove a point... that citizens in general are intelligent, care, and can provide meaningful input to save taxpayer dollars.

Please post at the next level each point that needs to be discussed - pros and cons. At the end of each thread we should see a CLEARLY WORDED option that the citizens can vote on.

Do we need to have five years of Phase II meetings or can we do as well in 3 months of online discussions?
