As a member of several boards, I can tell you that it is sometimes extremely difficult to get anyone to take action on an idea, the money issue notwithstanding.

A typical committee or board will have plenty of really good, creative ideas but they will talk it to death and the end result is that no one ever moves left of center. It almost takes one board member to just grab a shovel and START to get things moving.

I wish you all the best. Small town life is wonderful, but it is stagnant. People just can't survive on the wages that they make in the retail sector or other service jobs, and they are moving elsewhere.
