: : so in my understanding, this does not say to increase the number of troops in iraq, but that troops in iraq be used in a different role(imbedded in Iraqi Army units) and if this were to happen then forces could begin to move out of iraq. thus lowering the number of forces there.

: What it is saying is that we should INCREASE troops, in order to achieve stability, thus allowing the Iraqi's to then take control. THEN, we can begin to pull troops out.
