Where are all the unemployed?

I recently took a job as a Plant Manager in a factory in Butler. Was looking to hire a few people so i thought I would advertise in the Leader Times to throw the guys in the hometown a few bones. Job are not the greatest but pay between 11 and 12 to start...more if they were skilled. I got a whopping 5 Resumes from the entire Leader Times area??? Where are all the guys looking for work?
