If you haven't found it yet, Pa has a good site for persons/entities wanting to do business in Pa, whether for-profit or not-for profit. The site's address is below.

A boiled down start is "apply for an Employer Identification Number (EIN)". (4 day turnaround if faxback instructions are followed. Specific, up-to-date instructions are given on the TELETIN phone line, see instructions for IRS Form SS-4.)
Use your EIN in applying to Pa for incorporation as a non-profit (download forms from site) and in bank account applications.
Assemble a Board of Directors and set of documents such as bylaws, articles of incorporation, etc.
See if you can get an attorney on your Board and SEEK/FOLLOW PROPER LEGAL ADVICE.
