Read the question- what punishment- it might not be popular what he did, but he was within his rights as a property owner.Sure it would hurt to think of someone's pets getting shot, but you don't know the whole story. They weren't tied as they should have been, they could have been mean, they could have threatened him or his family, we don't know that. Put yourself in his shoes for once.Even if the dogs were friendly, morally he was wrong, legally he was right.He deserves no punishment.
What if your neighbor had two cats, and they came in your yard and chased birds and whatever. Say you were a birdlover and shot the cats. Now her brother gets on here and says how broken up his sister is , someone shot her two cats , Tim and Tom, they were friendly and would never hurt anyone.You had your reason for shooting the cats (birds) ,it was legal but morally the cat lovers would throw a hissy fit and want you punished. Tell me, Mr. Power Plant man, would you deserve it?
