They do this for marketing purposes. Nobody associated with the Steelers including the Steelers fans have gray hats or shirts, so the NFL selects a color for the masses to buy just so they can have what the actual players were wearing. Back in 1995, when the Steelers played Dallas, the NFL chose a tan and dark brown color scheme.

Just a way for the NFL to make sure that the item is unique so that people will go out and buy their new items.
