I don't think there is a co-relation between the two.If a person isn't qualified to hold a cerain job, I don't think they would really have computer literacy skills either. I think you are over estimating the bad attitude of the board, I think there are only a couple bad apples and they are using multiple Id's , making it appear there are more.
