What this person doesn't mention is the abuse of the system. For most it doesn't "help" pay thier rent, it pays it all. If all it did were what this person said I'd be for it to, but that's not the case. What it does, in MANY instances, is give lowlifes a free place to live payed for by the tax dollar. In turn for this these people tend to run the properties into ruin, then move on to the next one. All along letting other people who wouldn't qualify on thier own live with them. Since these people all have a free home (and most likely everything else) paid for them by the tax dollar, there is absolutely no reason for them to try and better thier situation.
