As somone else said, "Just because someone hits an animal by accident, it doesn't make them an inhumane person!!! The dog ran out in front of a car, does this make it stupid??? Maybe the poor individual that hit the dog was running late for work or school and couldn't afford to stop?! Maybe they were on there way to the hospital delivery room?! Maybe they were just scared?! Maybe after hitting the dog they spun out of control and struck a utility pole and had to be rushed to the hospital for emergency treatment?!"

We got the point. We had a few of our own. Personally, it's not always the owner letting the dog run free. Dogs have a mind of their own. They can dig under or jump over a fence while the owner isn't around. Again, it might not have been easy for 80 something grandpa to stop 1947 Studebaker for a dog. He might not have known he hit the dog!
