I doubt that someone intentionally ran over the dog. I do not know what the laws state when you hit a small animal. I know here in WI that if there's a dead cat/dog/squirrel/etc in the road in front of your house, and you call the city, they will not do anything about it. They say to push it near the curb & the street sweeper will get it. If they spent all their time cleaning up small dead pets they wouldn't get anything else done. Do I think this is right? No, I think animals should be treated with more respect, but good luck getting the rest of the world to agree.
